When the National Quantum Mission was announced in 2023 with a budget of six thousand crore rupees over eight years, most of the coverage treated it as a policy event. A budget line. A government commitment to a technology that most people could not explain and fewer could build.

The people inside the mission saw something different. They saw the beginning of a genuine national programme to build sovereign capability in a technology that will redefine computing, cryptography, and sensing as fundamentally as the transistor redefined electronics. Not in a decade. In this decade.

Quantum is not a single technology. It is a convergence of three distinct capability domains, each of which is hard enough on its own to occupy the careers of entire research institutions. Quantum computing attacks problems that classical computers cannot solve regardless of how much time or hardware you throw at them. Quantum cryptography makes communication theoretically unbreakable by exploiting the physics of measurement rather than the difficulty of mathematics. Quantum sensing detects physical phenomena, magnetic fields, gravitational variations, time itself, at resolutions that no classical instrument can reach. The countries and institutions that develop serious capability across all three will hold structural advantages in defence, medicine, materials science, and financial infrastructure that no amount of software engineering can replicate.

India understands this. The National Quantum Mission is not a research grant programme. It is a structured national effort to build the talent pipeline, the experimental infrastructure, the technology translation capacity, and the industrial base that a quantum-capable nation requires. The four technology hubs, at IIT Bombay, IIT Madras, IIT Delhi, and IISc Bengaluru, each own a distinct part of the stack. The IISc hub, sitting in Karnataka, has a specific mandate around quantum computing and quantum communication that makes it one of the most consequential research programmes in the country.

Karnataka is not an accidental participant in this story. The state has the highest concentration of deeptech engineering talent in India, a research university system anchored by IISc that has no equivalent elsewhere in the country, and a policy environment that has been more deliberate than most in building the conditions for hard-technology companies to form and survive. The Quantum Technology Innovation Hub at IISc is already producing the combination of experimental physicists, control engineers, and systems researchers that quantum commercialisation actually requires, which is a different profile from what any pure computer science programme produces.

What comes next is the harder part. Research programmes produce papers and prototypes. Industries produce deployable systems at scale. The translation between those two things is where most national technology programmes struggle, and where India's quantum ambition will ultimately be tested. The companies that bridge that gap, the ones that take the experimental capability being built inside the NQM hubs and turn it into quantum sensing instruments, post-quantum cryptography infrastructure, and eventually quantum computing systems that solve real problems, are being formed right now. Some of them are being formed inside the universities. Others are being formed by researchers who have trained inside those programmes and decided to build.

The narrative behind India's quantum moment is not primarily about government funding or international competition, though both are real. It is about a generation of Indian scientists and engineers who trained at the world's best institutions, understood what the technology required, and decided to build it here rather than elsewhere. That decision, made by enough people with enough depth, is what turns a national mission into a national capability.

In 2023, India committed to quantum. In 2026, the work is already underway in earnest. The question is not whether India will have a quantum industry. It is whether the capital, the policy, and the institutional architecture will be in place to support the companies that emerge from this ecosystem before the window closes.
